POLOKWANE PSYCHIATRIST SAYS ITS UNUSUAL FOR 9 YEAR TO RAPE AND CANNOT BE CHARGED

Capricorn FM news report that a psychiatrist from Goodwill mental health clinic in Polokwane, Dr Wisani Makhomisane says it is uncommon that a child as young as nine years old can plan cognitively to rape someone.

According to Capricorn FM news, Makhomisane was reacting to the rape of a 3-year-old girl, allegedly by two 9-year-old boys, in Ngwenani Ya Themeli, in Thohoyandou.

She says according to the South African law, children under the age of 12 years are assumed to not have criminal capacity which means that they cannot be charged and appear in the court of law.
